The Importance of Bond Oversight Committee

The Citizens Bond Oversight Committee (CBOC) is a group of volunteers who review and report on the expenditures of taxpayer money for school construction.

Currently the District is looking to fill positions on the committee such as: parent/guardian, senior citizens organization member, taxpayers association and business organization members or community members at large (see criteria below).

Calistoga Joint Unified School District

  • Measure “B” was voter approved on November 8, 2022.
    • Measure “B”, a $41 million bond measure, was put on the ballot to renovate and improve CJUSD educational facilities; construct career technical education classrooms and facilities; upgrade classroom technology and improve technology infrastructure.
  • Measure "A" was voter approved on November 2, 2010. There are a portion of funds and work remaining.
    • Measure “A” was a $42 million bond approved by the voters to renovate and improve Calistoga schools, including improved libraries, classrooms, roofing, HVAC, technology, a new gym and cafeteria, and solar energy systems.

The District is in the process of recruiting individuals to serve on the Citizens' Oversight Committee overseeing the Measure “A & B” bond programs.

The committee will serve to monitor all bond measure projects and expenditures, provide proper oversight, controls, and accountability to ensure that bond measure funds are used as they were intended, and make regular reports to the community on the progress of the bond measure projects.

The committee shall consist of at least seven (7) members appointed by the Board and must meet the following criteria:

  • One (1) member shall be the parent/guardian of a child enrolled in the District

  • One (1) member shall be both a parent/guardian of a child enrolled in the District and active in a parent-teacher organization

  • One (1) member active in a business organization representing the business community located in the District

  • One (1) member active in a senior citizens' organization

  • One (1) member active in a bone fide taxpayers association

  • Two (2) members of the community-at-large
